English Version

VPN

• Membership request sent yesterday to Gitoyen should be received tomorrow - it's the first step to obtain an IP block
• we need an IPv4 block not smaller than /24 so that LDN can announce it from their own AS, so as to reduce the transit passing through their L2 with Gitoyen, as this transit is expansive (6€/months per Mbps, see how it is computed https://en.wikipedia.org/wiki/Burstable_billing )
• LDN have their own AS and IP subblocks, leased from Gitoyen : AS n°60197, 2001:913::/36 et 80.67.188.0/24
• Price information: the VPS (VM) price is 7-10€, for 256MB-1GB RAM, hard disk 30GB max, 2Mbps of pre-provisioned transit; we will additionally pay for the transit we generate on their L2 with Gitoyen to the nominal price (6€/months/Mbps)
  • if we have a Gitoyen /24 announced by LDN's AS, the traffic on Gitoyen's L2 should be limited to the residual misrouted traffic, as LDN have their own IX
  • a classical ADSL subscriber generates around ~300kbps ; if only residual traffic passes through the Gitoyen's L2, we should not have a huge traffic on it even with a quite large number of users - counting that we would consume 2 Mbps on that L2 should be reasonable
  • as of now all of LDN traffic still passes through Gitoyen (but this is on the way of changing, which is the reason why it's better if LDN announces our IP block)
• It has also been suggested by people at LDN that we take a /24 at "OpDop", it's a French "SCIC" who only sells IP blocks: in that case, our traffic will not pass through Gitoyen L2 at all
• Info on the L2 link Paris <> Strasbourg from LDN people : « it's a vlan transported by our hoster (WideVOIP), between Strasbourg and TH2 where they have a switch, and then it is linked to the SFINX in TH2 and Gitoyen »
• LDN should be ready to provide VPSes within a month
• LDN still has to ask all of their members for formal agreement on providing us the service
• Do we need an authorization from the IBPT for providing VPN?

Wifi

• there is a mast on the roof of the D building (radio campus), he isn't very stable anymore, old, very high, we can try to find informations on how they have set it up / see if we can repair it
• No response from the IBPT nor Vinçotte, we need to call them. For the IBPT we try to find if we need autorisations to install the antenna, it isn't very clear for an external location. For Vinçotte, I'd like our installation to be certified (antenna, battery, etc). We aren't sure that this is necessary, we may simply need that every piece of the module are certified.
• Another question for the IBPT: which autorisation do we need to provide for WIFI (apart from the antenna problem, we'll became an operator). For this telecom law 2005 and 12
• JM Dricot, network prefessor at the ULB who has made his thesis/memory on Réseau Citoyen et who can support on this subject, he has provided us with a document of the ULB that summarise what needs to be done to be compliance with the telecom law. • 6 copper pairs are available at Brusilia and an available Mobistar ADSL connection that seems to have a fixed IP (non-official, but it is not moving)

Various

• Rémi can provide a technical help, and has contacts at LDN and ARN (LDN and ARN are in the same area, Strasbourg-Nancy)
  • An ASBL is generally not subject to VAT: it normally pays VAT on what it buys and goes not get it back. It emits bills without VAT. Normally the ASBL does not produce benefits between what goes in and out... some organization can force an ASBL to be subject to VAT > it might be possible to happen when there are many incomes and outputs of money. So the ASBL buys with VAT, takes note of money that is spent with VAT. Sells with VAT, takes note of the total of incomes and expenses of VAT and gives it to the State (or is refunded by the State if it is negative).> An ASBL can be subject to VAT if it wants it and if there are a lot of incomes and expenses, just like any other type of society
• We have to start digging the solutions we could have for peering inside Belgium, to think of the post-LDN time
• we could think about taking IP blocks from a Belgian LIR, that would then be announced by LDN, but this implies setting up a new link and BGP session at the LDN level, so probably more difficult

• adhésion à Gitoyen envoyée par courier hier, devrait être reçue demain
• première étape pour obtenir bloc IP ; il faudrait un /24 (minimum) pour que LDN puisse l'annoncer sur son AS, ainsi on réduit le transit qui passe sur leur L2 vers Gitoyen, celui-ci coûtant cher (6€/Mbps par mois)
• Note : des gens de LDN ont suggéré de prendre un /24 chez OpDop (mais ce n'est pas une asso mais une SCIC, et LDN peut l'annoncer directement)
• prochaines étapes : se faire attribuer un bloc IP et obtenir une VM chez LDN (connaître les prix de ces deux étapes avant, ce serait pas mal)
• À noter : LDN annonce leur propre /24 sur un AS à Strasbourg (AS n°60197, 2001:913::/36 et 80.67.188.0/24)
• Info sur sur lien L2 Paris <> Strasbourg : « c'est un vlan transporté par notre hoster (WideVOIP), entre Strasbourg et TH2 où il dispose d'un switch, et puis qu'il est relié au SFINX à TH2 et Gitoyen aussi, on a demandé gratuitement un vlan privé au SFINX pour relier les deux »
• VPS pour 7-10€, mémoire 256Mo-1Go, disque <30Go, transit provisionné 2Mbps, mais il faudra probablement payer en plus le transit lié à notre bloc IP chez Gitoyen
• Big question : le prix du transit ; data total sur 5 mins toutes les 5 mins et on divise pour obtenir un débit en Mbits/s. Ensuite après un mois on écrète les 5% supérieurs - https://fr.wikipedia.org/wiki/95e_centile
• un abonné classique ADSL génère en gros en moyenne ~300kbps  ; on peut raisonablement envisager 10 abonés pour une VM sans dépasser la limite du 2Mbps
• si on a un /24 chez Gitoyen, le trafic entre LDN et Gitoyen sur leur lien L2 devrait être limité car ce devrait être du simple traffic de résidu du fait que le bloc sera annoncé par LDN
• LDN devrait être prêt à fournir du VPS d'ici un mois
• LDN doit encore demander l'avis de ses adhérents pour avoir une acceptation formelle
• est-ce qu'il faut se déclarer à l'IBPT pour le VPN ? Techniquement on n'est pas fournisseur d'accès à internet.

Wifi

• Il y a un mât en place sur le toit du bâtiment D (Radio Campus) Il n'est plus très stable, date d'il y a longtemps et est vachement grand, mais on peut essayer de savoir comment ils l'ont placé / voir s'il est réparable
• Pas de réponses de l'IBPT ou de Vinçotte, il faut les appeler. Pour l'IBPT la question cherchait à savoir s'il faut des autorisations pour installer l'antenne, en extérieur ce n'est pas du tout clair. Pour vinçotte, j'aimerais faire certifier le module (antenne, batterie, etc). Il n'est pas sûr que ce soit nécessaire, il suffit p-e simplement que les éléments du module soient certifiés ce qui est le cas.
• Autre question à poser à l'IBPT : quelle autorisation faut-il si on se met à fournir de l'internet par wifi (en dehors du problème de l'antenne, on deviendrait opérateur). Pour ça loi télécom 2005 et 12

Divers

• Rémi prêt à aider techniquement (pas administrativement), a des contacts à LDN & ARN
• Au moment où on relance des trucs on peut relancer le numéro de tva. Par contre une ASBL n'a pas besoin de gérer la tva et en plus c'est super chiant. Si on ne la gère pas, on doit la payer qd on achète, mais on ne doit pas la payer sur ce qu'on vend.
• Une ASBL est généralement non assujetie à la TVA : elle paye normalement la TVA sur ce qu'elle achète et ne la récupère pas. Elle émet des factures sans TVA. Normallement l'ASBL ne produit pas de bénéfices et tout ce qui entre ressort... Je ne sais plus quel organisme peut obliger une asbl à être assujettie à la TVA > pas d'obligation mais possibilité, c'est le cas lors de nombreuses entrées et sorties. Alors, l'ASBL achète avec TVA, note les montants qui sortent en TVA. Vend avec TVA, note le total d'entrées/sorties TVA et reverse le solde à l'état. (ou est remboursée par l'état en cas de solde négatif).> une asbl peut être assujettie à la TVA si elle le veut si elle a de nombreuses entrées-sorties avec tva, et ça fonctionne de la mm manière que pour une autre société...
• Il faut creuser les solutions de raccordement qu'on a en Belgique (pour l'après-LDN)
• Est-ce qu'on peut prendre des blocs v4 et v6 chez un LIR belge plutôt ? Et ils peuvent être annoncés par LDN (mais ça implique la mise en place d'un L2 et BGP entre LDN et eux)
• Il y a 6 paires de cuivre dispo au brusilia. Il y a une connection adsl chez mobistar déjà financée avec ip fixe pour le moment.
