The people from Belcenter just sent me their prices. I'm thus speaking about
being a TRUE ADSL ISP, not a virtual one. Also, I'm only speaking about TRAFFIC
COLLECTION, not the costs for transit/connection to the Internet which are the
same as the ones for the virtual ISP already discussed.

I'm pasting that below, but here's a summary:

- the price of an ADSL line costs between 10 and 23 euros
- We must take the Option 3 from targert0 [more here http://neutrinet.be/index.php?title=VPN#Financial_informations_by_target0_on_this_project]
  and install a server at InterXion
- we must pay for the connection between Belcenter's servers and our own at
  interXion for around 40 euros by Mbit per month.

In short, it is expensive. Compared to the 8 euros Nerim costs to the FDN, it is
a little bit more than 3 times more expensive.

Now, I do not know whether this offer is the most advantageous in Belgium, but
it corresponds to our needs. If someone is motivated to find out about other
providers who provide the same wholesale service (by bringing back the traffic
from our subscribers to InterXion), it would be cool 'cause I must review my
fucking physics for now :D

We can provide you an ADSL traffic collection system.

Technically, here is how it works:

The modem of the client is connected on the ADSL line. A PPPOE request is sent
to our BAS (TN: Broadband Access Server). Depending on the chosen settings, the
BAS asks an authorization based on the login and the password.

If the authentication succeeds, we assign an IP address to the modem (out of your
addresses, or our own). All the web traffic is sent through an Interconnect line
which is located at our POP Interxion (TN: Point of Presence) (you will thus
need some active equipment at Interxion)

In this model, we only deal with traffic collection between the client and
our infrastructure and we forward you this traffic to your equipments.

Here is an idea of the prices :

- Installation costs / activation of the collection point :  2500 euros, taxes
  not included.
- Wiring costs : 500 euros, taxes not included

You choose the speed of your "interconnect" upon basis of the following table:

The monthly price per line varies between 19 and 23 euros, taxes not included.
There is also some available options (fixed IP, no Belgacom line, etc)

The installation fees by lines are 35 euros, taxes not included

Les gens de chez Belcenter viennent de m'envoyer leurs tarifs. Je parle
donc maintenant d'être un VRAI FAI ADSL, pas un FAI virtuel. Aussi, je ne
parle QUE DE LA COLLECTE, pas des frais de transit/connexion à Internet qui
sont les mêmes que pour le FAI virtuel déjà discuté.

Je vous le copie ci-dessous mais je vous résume aussi le truc :

- Le prix d'une ligne ADSL varie entre 19 et 23€
- On doit prendre l'Option 3 de target0 [voir ici http://neutrinet.be/index.php?title=VPN#Financial_informations_by_target0_on_this_project] et installer un serveur à InterXion
- On doit payer la connexion entre les serveurs de Belcenter et le nôtre à
InterXion à environ 40€ du Mbit par mois.

En gros c'est cher. Comparé aux 8€ que coûte Nerim à FDN, c'est un peu plus
de 3 fois plus.

Maintenant je ne sais pas si leur offre est la plus avantageuse de Belgique
mais elle correspond à ce dont on a besoin. Si quelqu'un est chaud pour se
renseigner sur d'autres fournisseurs qui font le même service de wholesale
(en remontant le traffic des abonnés jusqu'à InterXion), ce serait cool moi
je dois réviser cette putain de physique pour l'instant :D

I also just received the answer from Syntigo (the SNCB subsidiary).
To summarize, the person who deals with the selling is in vacation, and will be back next week. 
This person will contact us when he is back but he wishes to do it by phone : who is interested by answering him (not a problem for me).

However, it seems their network is limited to a big hundred of LEX (a fifth of Belgium), it would be interesting to see which ones and if this gives them access to Belgacom's networks (as they are in the same situation as Belcenter, I think yes, but there will maybe be a difference between the ungrouped and the non-ungrouped)

Je viens aussi de recevoir la réponse de Syntigo (filiale de la SNCB).
Pour résumer, la personne qui s'occupe de la vente est en vacances, et
sera de retour la semaine prochaine. Cette personne nous recontactera
lorsqu'il sera de retour mais il souhaiterait le faire par téléphone :
qui est intéressé pour lui répondre (moi ça ne me pose pas de
problème).
Néanmoins, il semble que leur réseau soit limité à une grosse centaine
de LEX (un cinquième de la Belgique), il serait intéressant de voir
lesquelles et si cela leur donne accès aux réseaux de Belgacom (comme
ils sont dans le même cas que Belcenter, je pense que oui, mais il y
aura peut-être une différence entre les dégroupés et les
non-dégroupés).

Nous avons effectivement un réseau assez conséquent/étendu en Belgique
qui permet d'offrir un bon nombre de services et des capacités allant
du 2Mbps jusqu'au Gigabit Ethernet.

Belgacom (Opérateur historique belge similaire à France Télécom).
